Sometimes I think the Congress feels that if you only decided tomorrow to switch to wind power that in two years we'd be getting 80 percent of our electricity from wind power. It's nonsense. Normally it takes 20 to 30 years after a new technology is demonstrated and deployed before it powers even 15 or 20 percent of the grid. There's this long lag time, and we haven't even decided which directions to go.

I tell you, my fellow Americans, that if we learned anything from the collapse of the Berlin Wall and the fall of the governments in Eastern Europe, even a totally controlled society cannot resist the winds of change that economics and technology and information flow have imposed in this world of ours. It all started in India in the late 60s when I began helping my husband George, who was in the population field, evaluate the introduction of the intrauterine contraceptive device. At that time the IUD was considered to be the panacea for India's population problem. George's dissertation was focused on population and he became interested in the question of this new technology and how people were responding to it.

It's good to go back and look at what other states are doing. For example, Mayo Clinics and the University of Minnesota had a collaborative grant program that we modeled our program after, so we went back to talk to them about the successes of their program. Now we need more and effective government policies that reward such action and penalize delayed responses.

Russia is modernizing its nuclear systems. They're moving toward more effective tactical nuclear systems. They're moving toward delivery systems designed to evade anti-ballistic missile defenses. It is well known that Russia has many interesting and promising developments in the military-technical sphere. We are ready to deliver the needed equipment and ready for joint cooperation in arms production with Brazilian specialists. This is an area that is very closely linked to high technology in general. Most robotic vacuum cleaners don't see their environment, have little suction, and don't clean properly. They are gimmicks. Any demanding high technology tends to develop influential and dedicated constituencies of those who link its commercial success with both the public welfare and their own. Such sincerely held beliefs, peer pressures, and the harsh demands that the work itself places on time and energy all tend to discourage such people from acquiring a similarly thorough knowledge of alternative policies and the need to discuss them.

We need to put our faith and trust in the people on the frontlines -- and back it up with real resources. We need to make sure first defenders have the gear and support they need, and the benefits and protections they've earned. With new technology and ingenuity, by doing more to sustain our first defenders and calling on Americans to do more for their country, we can make our country stronger, safer, and more secure.
