Unfortunately, the elimination of incentives such as parole, good time credits and funding for college courses, means that fewer inmates participate in and excel in literacy, education, treatment and other development programs.

As the border between physical and digital gets more permeable, a new kind of literacy emerges. And that literacy is built on a foundation of code - whether it's the codes of letters and words, or the code of bits and algorithms.

My dad played guitar, and he taught me enough to play some Beatles' songs. But primarily, I was a bookworm. I loved reading and still do. My whole family does. It was part of the family culture. Accomplished literacy was a value.

When the Nobel award came my way, it also gave me an opportunity to do something immediate and practical about my old obsessions, including literacy, basic health care and gender equity, aimed specifically at India and Bangladesh.

There are still many tribal cultures where poetry and song, there is just one word for them. There are other cultures with literacy where poetry and song are distinguished. But poetry always remembers that it has its origins in music.

For almost a century since 1918, the centralised nation-state has been the world's default political form. Its various experiments in industrialisation, urbanisation, mass literacy and consumerism have brought more people into public life.

There is still a desperate need for investment and promotion of education in rural Pakistan and Afghanistan. Official figures put Pakistan literacy rate over 45%, but in many rural areas we work it is about 10-15%, and for girls even lower.

Not only is writing more important than ever, but visual literacy is vital. We don't teach enough design, art, visual things. We have to recognize what we're seeing. It matters if you send someone a cluttered design. It matters more than ever.

As a state legislator, I had worked with Republicans and Democrats to pass a number of bills, including some related to higher education and juvenile justice; I'd created what would become San Antonio's largest book drive and literacy campaign.

Anybody who comes to the cinema is bringing they're whole sexual history, their literary history, their movie literacy, their culture, their language, their religion, whatever they've got. I can't possibly manipulate all of that, nor do I want to.

Richard Hoggart's cultural analysis 'The Uses of Literacy' was published in 1957, but its influence still hovers over anyone setting out to write seriously about people's affection for things that aren't serious, such as the products of pop culture.

The novel has always been a contradictory form. Here is a long form narrative mainly read originally by consumers who were only newly literate or limited in their literacy. The novel ranked below poetry, essay and history in prestige for a long time.

Through basic science literacy, people can understand the policy choices we need to be making. Scientists are not necessarily the greatest communicators, but science and communication is one of the fundamentals we need to address. People are interested.

The commitment to literacy was constant on the part of African Americans. And the percentages of literacy by the end of the century, by 1900, basic literacy has galloped ahead. People believed that education, of course, was the turnstile for advancement.

I've heard from pre-K and kindergarten teachers alike that the Common Core is inappropriately pushing written literacy standards when the focus should be on the development of oral literacy skills. And that's actually delaying the development of literacy.

Teachers need to be comfortable talking about feelings. This is part of teaching emotional literacy - a set of skills we can all develop, including the ability to read, understand, and respond appropriately to one's own emotions and the emotions of others.

Fundamentally, the solution to economic insecurity is economic prosperity - an achievable goal. But for anyone who has grown up without financial security, there's a shadow that lies over even those who move towards independence: lack of financial literacy.

And I also serve on a caucus that addresses financial literacy for young people in this country. And it is so hypocritical that we want to talk to these kids about how to better manage their money when we are not doing a good job with our Nation's resources.

I got into trouble a while ago for saying that I thought the internet led to increased literacy - people scolded me about the shocking grammar to be found online - but I was talking about fundamentals: quite simply, you can't use the net unless you can read.

Scientific literacy is one of the underpinnings of everything I do. It's why I work with schools. It's why I teach at university. I do a lot of outreach to try and improve general scientific literacy, but the core of all scientific literacy is just literacy.

When I say 'publishing is the new literacy,' I don't mean there's no role for curation, for improving material, for editing material, for fact-checking material. I mean literally, the act of putting something out in public used to be reserved in the same way.

Much like the opportunities that factory work provided for working-class Americans in the last century, microwork will provide opportunities for marginalized people in this one. All they really need is basic literacy, a cheap computer, and an internet hookup.

Part of what it is to be scientifically-literate, it's not simply, 'Do you know what DNA is? Or what the Big Bang is?' That's an aspect of science literacy. The biggest part of it is do you know how to think about information that's presented in front of you.

Black men and women were not allowed to register to vote. My own mother, my own father, my grandfather and my uncles and aunts could not register to vote because each time they attempted to register to vote, they were told they could not pass the literacy test.

A children's author on a soapbox is not a pleasant sight but I have become drawn into issues, slightly unwillingly, relating to young people, literacy and youth justice: just look at the number of young people we have locked up in prison, and the uselessness of it.

Food became for me a way of becoming self-sufficient with my hands, to regain manual literacy, which I think has been lost on our generation and certainly younger generations. Very few people can actually make things with their hands and do things with their hands.

But I think we're also just talking about the literacy of the audience. The visual literacy of the audience. They've seen so many images now, especially here in the States. There's so much to look at, to watch. So the visual storytelling literacy is harder to impress.

Reading and writing, like everything else, improve with practice. And, of course, if there are no young readers and writers, there will shortly be no older ones. Literacy will be dead, and democracy - which many believe goes hand in hand with it - will be dead as well.

Is it possible that literacy standards are falling because young Australians are growing up in a culture in which they can be entertained and informed, and in which they can communicate effectively, without having to master any but the most rudimentary literacy skills?

There are over 200 million illiterate women in India. This low literacy negatively impacts not just their lives but also their families' and the country's economic development. A girl's lack of education also has a negative impact on the health and well-being of her children.

We think scientific literacy flows out of how many science facts can you recite rather than how was your brain wired for thinking. And it's the brain wiring that I'm more interested in rather than the facts that come out of the curriculum or the lesson plan that's been proposed.

Women's vulnerability around money is hardly exclusive to Africa. Throughout the world, women struggle with financial power. In the West, women's financial literacy is notably lower than men's. That lack of knowledge means that many women slide into poverty when they become widows.

The Orthodox believe in Jewish literacy, and most of the rest of us couldn't care less. Rabbis and other creatures have a monopoly on Judaism. This is a turnoff in a world that is increasingly secular and that has turned away from religion. Jews are simply turning away from Judaism.

Presidential elections and the voter experience have long been fraught for black people. From racist poll taxes to made-up literacy tests to the egregious rollback of voting rights over the past 50 years, American democracy has, at times, felt like a weird and failed social experiment.

I would like to make sure, first of all, that our women in the informal sector - I mean, these are the farmers and the traders; many of them are not educated, many of them lacking literacy - be able to give them better working conditions. And we've done a lot to be able to achieve that.

Business leaders regularly complain that young people don't leave school with the right skills. Encouraging young people to be entrepreneurs makes the connection between school and the world of work, teaching them about practical thinking, team-work, communication and financial literacy.

That slave narratives existed at all implied a satisfactory conclusion to the journey - the attainment of literacy, the escape to the place where one could reflect on the experience of bondage and the flight to freedom, and, in the early days of the slave trade, the conversion to Christianity.

It was the 31st of August in 1962 that eighteen of us traveled twenty-six miles to the county courthouse in Indianola to try to register to become first-class citizens. We was met in Indianola by policemen, Highway Patrolmen, and they only allowed two of us in to take the literacy test at the time.

During the Jim Crow era, poll taxes and literacy tests kept the African-Americans from polls. But today, felon disenfranchisement laws accomplished what poll taxes and literacy tests ultimately could not, because those laws were struck down. But felony disenfranchisement laws had been allowed to stand.

Camfed graduates are active in their villages using their skills and resources to improve as many lives as possible. They are teaching financial literacy to marginalized women and bringing vital health care information to rural schoolchildren. Through example, they are demonstrating the power of philanthropy.

As work in neurosciences indicates, the acquisition of literacy necessitated a new circuit in our species' brain more than 6,000 years ago. That circuit evolved from a very simple mechanism for decoding basic information, like the number of goats in one's herd, to the present, highly elaborated reading brain.

My go-to gifts are scarves from my friend Matin Maulawizada's nonprofit organization, Afghan Hands, which supports disenfranchised women in Afghanistan. In exchange for their beautiful embroidery, the women are given financial aid and classes in math and literacy. The scarves are all stunning and one of a kind.

In Selma, Alabama, in 1965, only 2.1 percent of blacks of voting age were registered to vote. The only place you could attempt to register was to go down to the courthouse. You had to pass a so-called literacy test. And they would tell people over and over again that they didn't or couldn't pass the literacy test.

The average person doesn't understand what a stem cell is. There's a lack of health literacy in our nation. So the public can't really get into this dialogue because they don't understand the complexity of stem cells, not the faith-based approach, not the ideological or political, but the science behind stem cells.

It is not a coincidence that we have managed to send rockets into space, but our literacy rate continues to be below the world average. It is because governments don't want an educated electorate. Because if we get educated, we will start asking the right questions. And they don't want the right questions being asked.

The best way to get students involved in science and want to follow either science careers or incorporate it in their lives or to achieve science literacy is to expose them to the various jobs in STEM. It's broad from biologists to electricians to nanotechnologists to building fusion engines. It's a wide range of things.

I've found that no one complains about pop culture being a source of someone lecturing to them. If someone's telling you about Kim Kardashian, you're not going to accuse them of lecturing to you. If I can explore an intersection between pop culture and science literacy, then it generally will not come across as a lecture.

Social-enterprise employees earn wages and pay taxes, reducing their recidivism rates and dependence on government assistance. They also receive crucial on-the-job training, job-readiness skills, literacy instruction and, if necessary, the counseling and mental-health services they need to move into the mainstream workforce.

Americans born since World War II have grown up in a media-saturated environment. From childhood, we have developed a sort of advertising literacy, which combines appreciation for technique with skepticism about motives. We respond to ads with at least as much rhetorical intelligence as we apply to any other form of persuasion.

What are we going to do as automation increases, as computers get more sophisticated? One thing that people say is we'll retrain people, right? We'll take coal miners and turn them into data miners. Of course, we do need to retrain people technically. We need to increase technical literacy, but that's not going to work for everybody.
