There is no other way to settle the Syrian conflict other than by strengthening the existing legitimate government agencies, support them in their fight against terrorism and, of course, at the same time encourage them to start a positive dialogue with the "healthy" part of the opposition and launch political transformations.

At any rate, those problems [ non-proliferation regime for weapons of mass destruction ] would not be so acute, with numerous terror attacks and victims of those attacks in many areas of the world - in Europe and in the United States. We also never would have had such an urgent problem with refugees, I have no doubt about it.

We have created islands, small islands of power, but we have not built a bridge between those islands, .. The center and the territories, regional and local authorities are still competing with each other, competing for power. Those who take advantage of disorder and arbitrary rule are watching their mutually destructive fight.

The United Nations' founders understood that decisions affecting war and peace should happen only by consensus, and with America's consent, the veto by Security Council permanent members was enshrined in the United Nations Charter. The profound wisdom of this has underpinned the stability of international relations for decades.

I've repeatedly seen the anti-Russian card played during domestic political campaigns in the States. I think that it's a very short-sighted approach. It seems to me that it doesn't fully meet the level of responsibility that lies on the shoulders of the U.S. I think that all this should be more dignified, calm and more balanced.

This gentleman has taken on the very fashionable theme of fighting corruption and I say again: In order to fight corruption you have to be crystal clear yourself. But there are problems here, and in this regard I unfortunately have a suspicion that this is just a way of getting votes and not a genuine desire to solve the problem.

I always had a problem when someone was trying to place sport in social and political context. Sport is a separate and unique kind of human activity, which functions under its own rules and principles. It has nothing to do with the political agenda, and neither it should. When politics interferes with sport, unjust things happen.

In 1995, Russia virtually gave Chechnya de facto statehood and independence even though, de jure, it didn't recognize Chechnya as an independent state. And I would like to emphasize strongly that Russia withdrew all of its troops, we moved the prosecutors, we moved all the police, dismantled all the courts, completely, 100 percent.

Russia is an ancient country with historical, profound traditions and a very powerful moral foundation. And this foundation is a love for the Motherland and patriotism. Patriotism in the best sense of that word. Incidentally, I think that to a certain extent, to a significant extent, this is also attributable to the American people.

Without Russia's contribution, prices would rise even more. Some members of the EU meet 90% of their demands for gas with the help of Russian hydrocarbons and have no complaints so far. Everybody is happy. Russia is a reliable partner and has never failed her partners in Europe, even in the hardest times of its economic development.

Looking at the map of the Russian Federation, one can see a country covering mostly northern areas; today more than 70 percent of our territory is or can be referred to as northern, if not the Far North. We have a rather small warm Black sea strip in the South and - to tell the truth - quite a few regions with a hospitable warm climate.

After all, despite the scandalous behavior of one and, by the way, the other candidate [they are both , Donald Trump and Hillary Clinton, scandalous in their own ways], they are smart, they are really smart and they are aware of the leverages they should use to make the voters in the United States understand them, feel them and hear them.

We can tell the general public that the gold and foreign currency reserves of the Central Bank are not designed to finance the economy, but rather to ensure foreign trade turnover. Therefore, we need this level to be able to provide the necessary foreign trade turnover for such an economy as Russia's for a period of at least three months.

There is no need for the Russian state to hold such large stakes and we do intend to put our plans into practice. It is not about whether we want it or not, it is about this being practical or not and the best timing. In general, it is practical from at least one point of view - from the point of view of structural changes in the economy.

All people here have political rights, social rights, rights to employment, and no one should face discrimination, but our strategic choice is for traditional families, healthy families and a healthy nation. One does not exclude the other and does not hinder the other. I think this is a balanced approach and is entirely the right approach.

I believe that a country, Russia in this case, which can defend the honour and dignity of its citizens, protect their lives, and fulfill its international legal commitments under the peacekeeping mandate, will not find itself in isolation, no matter what our partners in Europe or the United States may think, expressing their bloc mentality.

They are constantly trying to drive us into a corner because we have an independent position, because we maintain it and because we tell it like it is and don't engage in hypocrisy. But there is a limit to everything. And with Ukraine, our Western partners have crossed the line, playing the bear and acting irresponsibly and unprofessionally.

I'm an adult and I know what power means in the modern world. In the modern world, power is mainly defined by such factors as the economy, defence and cultural influence. I believe that in terms of defence, Russia is without any doubt one of the leaders because we are a nuclear power and our nuclear weapons are perhaps the best in the world.

The fight against terrorism is something very real and practical for us. This is a fight to preserve our territorial integrity, and in this sense we need to have the instruments and create an environment in Russia that would make it impossible for the international terrorist organisations to achieve the aims they have set for themselves here.

This is also evident in Europe, not the dependence on oil and gas, but the fact that structural reforms are long overdue, and I think that the leading economies are very pragmatic and efficient in addressing the issues facing the European economy. That is why we keep approximately 40 percent of our gold and foreign currency reserves in euros.

We handed over nothing, those territories [Tarabarov Island to China] were disputed and we have been negotiating this issue with the People's Republic of China, let me stress that, for 40 years, and finally managed to come to an agreement. One part of the territory was assigned to Russia, while another part - to the People's Republic of China.

Irrespective of when this may happen, it would not be an exaggeration to say that today millions of people living in Russia and, I am sure, millions of people living in Japan have an urge to get to know each other, cooperate and exchange useful information, as well as a sincere desire that all problems that still remain unresolved be resolved.

Mohammed bin Salman is deputy Crown Prince, but this is not so important. He is a very active statesman, we have really warm relations. This is a person who knows what he wants and can achieve his goals. At the same time I consider him to be a reliable partner with whom one can negotiate and be sure that agreements with him will be implemented.

The basic principles of democracy should be observed whatever the country - principles such as civil liberties, a free market, a free press, the priority of the individual over mythical state interests, a state which serves the interests of ordinary people and defends their rights and interests. This is all easy to say but hard to make reality.

The period of my service will depend on two conditions. Firstly, of course, there are rules stipulated by the Constitution, and I surely will not infringe them. But I am not sure whether I should take full advantage of these constitutional rights. It will depend on the specific situation in the country, in the world and my own feelings about it.

Take, for example, Lithuania. Do you know, what was its population in the Soviet times? It was 3.4 mln people. It was a small country, a small republic. And what is it now? I have looked though the recent statistics, today the population of this country is 1.4 mln people. Where are the people? More than half of the citizens have left the country.

I do not know whether the Government will be able to get ready to conduct this transaction together with the management of Rosneft itself, whether the appropriate strategic investors will be found. And I believe it is about such investors that we should talk. But we are getting ready, and it is in the current year that we are planning to do this.

The nationalists' coup in the Ukrainian capital of Kiev in February 2014 has hugely scared 2.5 million Russian people living on Crimea. So what did we do? We have not gone to war, we have not fired, not a single person was killed. Our soldiers have merely prevented the Ukrainian troops on Crimea from impeding the freedom of expression of the people.

Take the creation of the Pacific partnership or the creation of the Atlantic partnership. We are somewhat concerned because this is being done bypassing the World Trade Organisation, since it has proved impossible to reach compromise solutions with developing economies within the framework of that organisation. Is that good? Not really, in my opinion.

The sooner the Iraqi people are able to take their country's destiny in their own hands and establish their own control over it and its national resources, the sooner the process of pushing the forces of international terrorism out of Iraq will be able to begin. And the sooner the process of consolidating Iraqi society itself will also be able to begin.

In order to preserve a balance, while we aren't planning to build a missile defence of our own, as it's very expensive and its efficiency is not quite clear yet, we have to develop offensive strike systems. They [U.S.] should give us all the information about the missile defence, and we will be ready then to provide some information about offensive weapons.

If we act together along these lines, we will create conditions, the conditions for trust that Shinzō Abe speaks about, so as to take another step and conclude a peace treaty on certain terms. However, first, it is essential to cover this part of the way and then agree on the terms for signing a peace treaty. Both are challenging tasks but they are feasible.

It is well known, widely known that the US President-elect [Donald Trump] has publicly spoken in favour of normalising Russian-American relations. We cannot but support this. Of course, we understand that it will not be an easy job, taking into account the degree to which Russian-American relations have degraded. But we are ready to cover our part of the way.

The events in Crimea themselves have nothing to do with what happened in Iraq, Afghanistan, Libya and other regions. In my opinion, when the world becomes unipolar, or when someone tries to make it so, then this one pole has the illusion that all issues can be settled through power. And only when there is a balance of power does the desire to negotiate appears.

In 2000 the then Prime Minister of Japan [Yoshirō Mori] asked me to return to this process, this conversation, these talks, and to do so, incidentally, on the basis of the 1956 declaration. I agreed. Since then we have conducted dialogue in this regard but I cannot say that our Japanese partners and friends have remained within the limits of the 1956 declaration.

We have established the Customs Union and the Eurasian Economic Union not by force, but through a compromise. It was a challenging, complicated, multi-year process based on agreement, compromise and mutually acceptable conditions in the hope of creating for our economies and for our people better competitive advantages in the world markets and in the world as a whole.

Frankly speaking, I could never even imagine that such information would be of interest to the American public or that the campaign headquarters of one of the candidates - in this case, Mrs. [Hillary] Clinton - apparently worked for her, rather than for all the Democratic Party candidates in an equal manner. I could never assume that anybody would find it interesting.

At the same time we receive different signals all around that in fact, everything is fine. The same situation occurred with the previous administrations during the election campaigns, claims that everything will be restored later. I do not think it matches the level of responsibility shouldered by the United States. I suppose it should be more sound, calm and balanced.

Some years ago our Japanese counterparts asked us to resume the discussions of the issue and so we did meeting them halfway. Over the passed couple of years the contacts were practically frozen on the initiative of the Japanese side, not ours. At the same time, presently our partners have expressed their eagerness to resume discussions on this issue [the Kuril Islands].

I do not remember when I said this [oil production would collapse ], maybe in the heat of the moment, but I do not think I even said it, but I may just not remember it. I was saying that at a certain level of oil prices new deposits will not be explored. That is what is actually happening. However, surprisingly, our oil and gas workers [mainly oilmen] continue to invest.

Please, accept the most sincere words of sympathy over the natural disaster that affected the United States . I know that hurricane Katrina that hit the US south-western coast led to casualties, left homeless dozens of thousands of US citizens and inflicted a strong damage to the economy of this region. I ask you to convey my condolences to the next of kin of those killed,.

We spoke about economic sanctions only recently in Lima, within the framework of APEC. Almost all the leaders represented at APEC (the Asia Pacific region), Pacific countries, spoke about the same thing, namely, that we are going through a very acute crisis in world trade, international trade, related, among other things, to restrictions on the markets of certain countries.

The Far East is of particular significance for us in terms of this region's priority development. Over the last few years, let us say even over the last decades, we were faced with many problems here. We paid little attention to this territory although it deserves a lot more of it, because it concentrates great wealth as well as opportunities for Russia's future development.

It is very difficult to enter a single currency zone having fairly weak economic parameters and maintain a favourable state of the economy, not to mention positive growth rates. We have witnessed it not only in Europe, but for example in Argentina (nearly 10 years ago or more), when they tied the national currency to the dollar and later they did not know what to do about it.

When we talk about the Far East we usually mean the Far East itself, including Primorye Territory, Khabarovsk Territory, Kamchatka, and Chukotka, as well as Eastern Siberia. All this area contains tremendous resources, including oil and gas, 90 percent of Russian tin, 30 percent of Russian gold, 35 percent of forest, 70 percent of Russia's fish is harvested in the local waters.

As for these 60 years, and in general more than a hundred years, we have had different periods in relations and there have been tragic pages in our history, but since 1956 when we restored diplomatic relations, regrettably, we have not had a foundation on which to build ties that would correspond to our wishes and that are currently required in bilateral cooperation with Japan.

In Russia, we are ready to listen to our partners, ready to listen to appraisals and assessments when it is done in a friendly manner, in order to establish contacts and create a common atmosphere and dedicate ourselves to shared values. But we absolutely will not accept when such things are used as a tool of political struggle. I want everybody to know that. This is our message.

We have a contract for the delivery of the S-300s. We have supplied some of the components, but the delivery hasn't been completed. We have suspended it for now. But if we see that steps are taken that violate the existing international norms, we shall think how we should act in the future, in particular regarding supplies of such sensitive weapons to certain regions of the world.

NATO remains a military alliance, and we are against having a military alliance making itself at home right in our own backyard; in our historic territory. I simply cannot imagine that we would travel to Sevastopol to visit NATO sailors. Of course, most of them are wonderful guys, but it would be better to have them come and visit us, be our guests, rather than the other way round.

One of our objectives today is very important for many people, for millions of people on our planet - it is joining efforts in the fight against terrorism and other similar challenges: countering drug trafficking and proliferation of weapons of mass destruction, fighting famine, preserving environment and biodiversity, taking efforts to make the world more predictable, more stable.
