The whole community of people with disabilities was alive, politically alive. I give Justin Dart credit for that. He traveled to every state in the country. He really made people with disabilities understand that they had some political power.

The ownership of computers in the home is far less than the statistics show, because usually when the computer breaks down once, that is the end of it for a long, long time. They do not have the money or incentive to get the computer repaired.

Technology tools such as laptops are the kind of help that we need. A program that provides laptops for all youngsters would close a gap that most of us are not aware of, or will not admit to, which is a tremendous gap in the poor communities.

I was glad to hear of that determination as I detest the practice of cousins marrying or any marriage between persons in which there can be traced the most distant relationship. I go for the improvement instead of the deterioration of our race.

We must ensure that while eliminating child labor in the export industry, we are also eliminating their labour from the informal sector, which is more invisible to public scrutiny - and thus leaves the children more open to abuse and exploitation.

People didn't always see a person with a disability who had to use a ramp or elevator as people who have been given unnecessary privileges. But I run into that often now. People are saying, 'Why do we have to go to great expense for these people?'

I would like to spend my next two years showing how the aim of making technology available to every young person can be built into the effort to make our nation more secure. That is my latest concern and what I will be pushing over the next two years.

I do not think we are ever going to be able to, for a long time, get the kind of quality of school personnel that we need in our schools, especially in the areas of science and math. One of the answers to that problem is to use more educational technology.

We hope that the elected officials will respond positively to a ground swell of letters, phone calls, e-mails and visits from parents. The law clearly states that the responsibility for giving a sound basic education to our children lies with New York State.

We are here to say that if you are evil enough to threaten the life of a child, if you are evil enough to interfere with their education, and if you are evil enough to place in danger the future of our communities, you ought to be punished in a very special way.

The Convention is not only a visionary document. We are reminded daily that it is an agreement that works - and its utility can be seen in the everyday use to which I have seen it increasingly being put by country after country, in policy, in practice and in law.

As for the Pope, I am too old to be frightened by his shadow, and am quite sure his shadow or Substance will do less harm to the liberties of my country than will a party, who seek to acquire political power by exciting religious bigotry in the minds of their duped followers.

Instant telecommunication allows better and updated information, lessons learnt and problems encountered to be exchanged and debated, it alerts us more quickly to problems and brings to many households around the world visions and information which hopefully spur us to action.

Creating a world that is truly fit for children does not imply simply the absence of war... It means having primary schools nearby that educate children, free of charge... It means building a world fit for children, where every child can grow to adulthood in health, peace and dignity.

What is needed now are increased efforts to promote youth participation and commitment; more services aimed at youth; more parental involvement; more education and information, using schools and other sites; more protection for girls, orphaned children and young women;and more partnerships with people with HIV and AIDS.

Sport can be used for messaging, for example, making the connections between shin guards or a helmet that protects you, and protection in terms of HIV and AIDS. There has also been a very active program in Africa called 'Kick Polio out of Africa,' where soccer players have spoken out in terms of polio. There is also going to be a swim for malaria.

The Assembly passed a budget that makes the right choices for young students across the state by helping schools avoid cutting essential educational programs, laying off teachers and increasing local property taxes. Without a sound investment in our children and their education, New York would face crumbling school buildings, overcrowded classrooms, and few opportunities to excel.

The economic benefits of investing in children have been extensively documented. Investing fully in children today will ensure the well-being and productivity of future generations for decades to come. By contrast, the physical, emotional and intellectual impairment that poverty inflicts on children canmean a lifetime of suffering and want - and a legacy of poverty for the next generation.

Imagine that you wanted your children to learn the names of all their cousins, aunts and uncles. But you never actually let them meet or play with them. You just showed them pictures of them, and told them to memorize their names. Each day you'd have them recite the names, over and over again. You'd say, "OK, this is a picture of your great-aunt Beatrice. Her husband was your great-uncle Earnie. They had three children, your uncles Harpo, Zeppo, and Gummo. Harpo married your aunt Leonie ... yadda, yadda, yadda."
