When you write a piece of software you assume a certain type of hardware. If you assume hardware that's too powerful then you can't sell many copies cause very few people have that machine. If you assume hardware that's too simple your product can't do as much.

Software is different than other products um, partly because it's, it's not physical and, and partly because of its complexity. You can express in software millions of different cases and making sure that you handle all of them correctly is extremely difficult.

We got a malaria initiative, really a phenomenal time, even though in the early stages there was some uncertainty. Then of course [Barack] Obama, although he had budget constraints, he believed in these things; a lot of new initiatives, including in agriculture.

I could name about a dozen paths, and you'd like to have a whole bunch of research on all those paths, and then, eventually, at least four to five companies with really significant financing try and get to big scale, going down and really trying to prove it out.

People who feel the world is tilted against them will spawn the kind of hatred that is very dangerous for all of us. I think it's a healthy sign that there are demonstrators in the streets. They are raising the question of 'is the rich world giving back enough?'

Now we've got that [children's death rate] down to about 5 percent, so we've more than cut it in half, and that's because we're getting vaccines out, economic improvement also helps there, but the vaccines are why we've seen an acceleration in getting that down.

Imagine, just for the sake of discussion, that you had a few hours a week and a few dollars a month to donate to a cause - and you wanted to spend that time and money where it would have the greatest impact in saving and improving lives. Where would you spend it?

We paired this announcement of the R&D [commitment] with the so-called Breakthrough Energy Coalition, which is 27 [major investors] saying, "Hey, we'll put significant money into [energy innovations] when they're ready to spin out probably into startup companies."

You have to be willing to see that sometimes the governments of these poor countries don't come through. You have to think about that as a constraint. How do you help them be better? How do you come up with things that actually work, even in those tough situations.

We really have to work hard to remind people even though this is far away, that's it's probably the most generous thing governments have ever come together to do. Since World War II, this new institution is the only one that's emerged and is saving all these lives.

Technology must be implemented as part of a thoughtful, holistic approach to education transformation that includes teacher training, relevant curricula, parental involvement, and programs for children that fill unmet needs for basics like nutrition and health care.

This [philanthropy] work is even more fascinating. It requires us to think harder about how we build partnerships, who we get behind. And yet we get to see progress that in some ways is even more profound than the great advances that digital technology has provided.

The government is somewhat inept, but the private sector is inept in general. How many companies do venture capitalists invest in that go poorly? By far most of them. However, every once in a while a Google or a Microsoft comes out, so people keep giving them money.

Your school may have done away with winners and losers, but life HAS NOT. In some schools they have abolished failing grades and they'll give you as MANY TIMES as you want to get the right answer. This doesn't bear the slightest resemblance to ANYTHING in real life.

What destroys more self-confidence than any other educational thing in America is being assigned to some remedial math when you get into some college, and then it's not taught very well and you end up with this sense of, 'Hey, I can't really figure those things out.'

In software you can't really add people and expect to get more done, because their ability to understand the program and what's going on it would require so much investment and all their work would require so much review that you'd be more likely to slow things down.

People always fear change. People feared electricity when it was invented, didn't they? People feared coal, they feared gas-powered engines... There will always be ignorance, and ignorance leads to fear. But with time, people will come to accept their silicon masters.

A top-quartile teacher will increase the performance of their class - based on test scores - by over 10 percent in a single year. ... That means that if the entire U.S., for two years, had top-quartile teachers, the entire difference between us and Asia would go away.

We're responsible for the creation of the PC industry. The whole idea of compatible machines and lots of software - that's something we brought to computing. And so it's a responsibility for us to make sure that things like security don't get in the way of that dream.

I have always loved the competitive forces in this business. You know I certainly have meetings where I spur people on by saying, "Hey, we can do better than this. How come we are not out ahead on that?" Thats what keeps my job one of the most interesting in the world.

If you think of global public goods like polio eradication, the kind of risk-taking new approach, philanthropy really does have a role to play there, because government doesn't do R&D about new things naturally as much as it probably should, and so philanthropy's there.

If we [Microsoft Corporation] weren't still hiring great people and pushing ahead at full speed, it would be easy to fall behind and become a mediocre company. Fear should guide you, but it should be latent. I have some latent fear. I consider failure on a regular basis.

I really do think cancer will largely be a solved problem. I think most of the infectious diseases like malaria - our foundation is very involved - once we're finishing polio eradication, then starting up this malaria eradication, and getting that done as fast as we can.

You may have heard of Black Friday and Cyber Monday. There's another day you might want to know about: Giving Tuesday. The idea is pretty straightforward. On the Tuesday after Thanksgiving, shoppers take a break from their gift-buying and donate what they can to charity.

In K-12, almost everybody goes to local schools. Universities are a bit different because kids actually do pick the university. The bizarre thing, though, is that the merit of university is actually how good the students going in are: the SAT scores of the kids going in.

The phenomenal generosity of the United States in its aid budget towards health issues is the best in the world. You can look at that broadly, you can look at it in terms of HIV, the PEPFAR money which came together in a Republican administration with bipartisan support.

Going out in the field, it's always enlightening to see what's working and what's not and to sit down and talk - I was with young girls in south Africa - understanding why our tools for prevention aren't being adopted, and what way may need to invent to help protect them.

Over 80% of the poor are people who have small plots of land and grow their own food and they don't grow enough to sell much into the marketplace. So they will be hit hard by the worst in climate. They really get hit hard starting in the 20-year time frame and thereafter.

here are economies like China's economy where it's less than a tenth [of a percent] today, although it is growing, is quite small, because of the notion that the government takes care of everything, and Europe and China, philanthropy has not been nearly of the same scale.

It's OK for China to invent cancer drugs that cure patients in the United States. We want them to catch up. But as the leader, we want to keep setting a very, very high standard. We don't want them to catch up because we're slowing down or, even worse, going into reverse.

Imagine the disincentive to software development if after months of work another company could come along and copy your work and market it under its own name...without legal restraints to such copying, companies like Apple could not afford to advance the state of the art.

At the end of the day, natural-gas peakers sit back there and get financed so that the Midwest corridor can have a huge [period] of four to five days of no wind. The peakers are running big time to make that up, because that is the swing piece that can always be turned on.

You can go overboard in how quickly you might expect new technologies to transform people's lives. But I very much believe the way software is used, the way information gets distributed, will be dramatically different within 10 years. There is fire to go with all this smoke.

Humanity’s greatest advances are not in its discoveries – but in how those discoveries are applied to reduce inequity. Whether through democracy, strong public education, quality health care, or broad economic opportunity – reducing inequity is the highest human achievement.

Energy is very primal stuff and there are a lot of leads that are promising, still at a fairly risky stage, but over the next decade some of these breakthrough approaches are going to pay out, and U.S. research and U.S. leadership on this should be part of how it gets solved.

As you get to the end of the project you want to run all the tests cases against one version and make sure that you know that that version passed everything. And so as you get late in the project you get a little more conservative about making radical changes to the software.

The concept of this so-called "TerraPower reactor" is that you, in the same reactor, you both burn and breed. So, instead of making plutonium and then extracting it, we take uranium - the 99.3 percent that you normally don't do anything with - we convert that, and we burn it.

Today, we take the risk of nuclear war quite seriously, climate change not so much and epidemics least of all. But no single country, not even the United States, is well prepared. And even if one country is doing the right things to protect itself, it has to be a global thing.

We're focused on providing innovations in software, driving the continuous improvement for a much better experience, and there's a lot going on here that speaks to this decade and what's going to happen in this decade. We can kind of sum it up in terms of saying, "Yes, you can."

People are building the software and so having the pieces be such that a single person understands all the tradeoffs and everything that's going on in a piece is extremely valuable. It avoids getting into an experimental mode where you're just trying things out. That never works.

Historically, privacy was almost implicit, because it was hard to find and gather information. But in the digital world, whether it's digital cameras or satellites or just what you click on, we need to have more explicit rules - not just for governments but for private companies.

There are a variety of techniques for breaking software down into pieces and making software development more efficient. Many of these techniques have been sort of... and everybody got excited about but very little benefit was actually derived once the thing was put into practice.

The US spends more on energy R&D than all other countries put together, and I personally consider it quite inadequate. In fact, I would have said we should more than double it, if I thought the absorptive capacity could scale up and if it was actually possible to get to that level.

The current information revolution is a cultural revolution, a social revolution, a thoroughgoing technological revolution that involves not just information, but labor, leisure, entertainment, communication, education, culture and thus is part of a major cultural and social shift.

The PC has improved the world in just about every area you can think of. Amazing developments in communications, collaboration and efficiencies. New kinds of entertainment and social media. Access to information and the ability to give a voice people who would never have been heard.

I set a rule that people weren't allowed to send good news unless they sent around an equal amount of bad news. We had to get a balanced picture. In fact, I kind of favored just hearing about the accounts we were losing because ... bad news is generally more actionable than good news.

AIDS we're - most of these diseases - we are down from the peak. We're down about 40 per cent from the peak and if we got the right vaccines, which are at the early stage of discovering, then the numbers would come down very dramatically. So that's why we talk about it as an emergency.

Microsoft does not dominate the software industry by any stretch of the imagination. We have lots of very able competitors who keep us constantly vigilant, and sometimes they beat us to the punch. Microsoft's success to date is based solely on the fact that people like Microsoft software.

In ninth grade, I came up with a new form of rebellion. I hadn't been getting good grades, but I decided to get all A's without taking a book home. I didn't go to math class, because I knew enough and had read ahead, and I placed within the top 10 people in the nation on an aptitude exam.

All lives have equal value. And so you say, 'why do poor children die when other children don't? Why do some people have enough nutrition or reasonable toilets and other people don't?' So those basic needs that, through innovation, actually it's very affordable to bring them...to everyone.
